What is the difference between a PCNO Core Fee and an Acquirer/Processor Fee?
A PCNO Core Fee is any amount set and/or charged by a PCNO, paid or payable by an acquirer, for the acceptance and/or processing of Payment Card transactions, excluding Other PCNO Fees. Whereas a Acquirer/Processor fee is an amount paid or payable by a merchant to the Acquirer and/or the Acquirer’s Downstream Participant for the acceptance and/or processing of Card Transactions.
What is the difference between a Core Fee and Other Fee?

A PCNO Core Fee is any amount set and/or charged by a PCNO, paid or payable by an acquirer, for the acceptance and/or processing of Payment Card transactions. Whereas an Other PCNO Fee is an amount paid or payable by an Acquirer for optional Card processing services provided by the PCNO related to safety, soundness, and/or non-compliance that can be avoided.
- Acquirer/Processor Fee vs. Other Acquirer/Processor Fee
An Acquirer/Processor Fee is an amount paid or payable by a merchant to the Acquirer and/or the Acquirer’s Downstream Participant for the acceptance and/or processing of Card transactions. Whereas an Other Acquirer/Processor Fee is an amount paid or payable by a merchant to the Acquirer and/or their Downstream Participant for optional card processing services related to safety, soundness, and non-compliance that can be avoided.
What is the Effective Merchant Discount Rate (EMDR)?
The EMDR is the percentage amount a merchant is charged for processing transactions. The EMDR rate is calculated based on the total transaction fees divided by total sales volumes. EMDR includes various cost components, such as Interchange, Network Assessment Fees and Transaction Fees.
What is Interchange?
Interchange is the amount payment providers, like Moneris, are required to pay the payment card issuers and financial institutions per transaction processed by the merchant. Interchange rates may vary by merchant industry, payment channel, processing volume and card type.
What is a Network Assessment Fee?
A network assessment fee is the amount payment providers, like Moneris, are required to pay the payment card brands for each payment card transaction processed by the merchant. Network Assessment Fees are set by the payment card brand and vary by region where card was issued (domestic or foreign) and settlement currency.
What is a Transaction Fee?
The transaction fee is the amount Moneris charges for providing industry leading customer service, comprehensive reports, settlement, clearing and secure payment card processing.

When rates change, do merchants enter into a new contract?
No, the existing merchant agreement remain in effect. Other than rates, all other contract terms do not change as a result of a rate adjustment.
